Transport for London
Transport for London is a key part of a strategic policy framework to support and shape London’s social and economic development. Their role is to implement the Mayor’s Transport Strategy. They also manage those services across the Capital for which the Mayor is responsible.
What we did for the client
TfL are on a programme of investment that will move them into the Government objective of facilities management using building information modelling (BIM). The investment will improve efficiency of the planned and preventative maintenance (PPM) across their properties thus reduced costs and gives a return on investment.
As part of this programme TfL needed to update its M&E asset register and CAFM system and capture the assets in a way that would allow for them to be converted in to revit families that could be used in the BIM process.
Topscan were given a trial building in which we had to conduct an M&E asset and condition survey as well as conducting point cloud surveys that would give TfL a highly accurate virtual 3D reproduction of their key assets. This virtual reproduction could then be converted into revit as well as aid the PPM by allowing contractors to “walkthrough” the site and assess the requirement before leaving the office, resulting in faster response times and less downtime for key assets.
How we completed the project
The first step was to ask a simple question: “What are you classing as an asset?” Working with TfL we agreed the list of assets that would be included in the survey. Although this wasn’t a conclusive list, it did give our survey teams a good understanding of the requirement so that should they come across any assets not included, they would be able to make an informed decision on whether or not to include them.
We initially reviewed the information TfL had as a base point. This included a review of the CAFM system they were using and the information it contained. This allowed us to determine if the survey would be a simple review and update of existing information or a more in depth data collection survey.
It quickly became apparent that the information they held was several years out of date and had not been maintained, plus there was some questionable information relating to assets that we suspected were no longer in place as well as information that we expected to be there and wasn’t.
The decision was made to start afresh and collect the information that would allow them to move forward with an accurate asset register and update their PPM schedule.
Our M&E asset survey and point cloud survey teams worked collaboratively to access areas jointly so as to reduce disruption of the day-to-day running of the property and also allow us to reduce the head count needed as the teams could support each other in areas such as ladder work, lone working etc.
This resulted in us being able to reduce our costs to the client. The end result of the survey is that the client now has a fully up to date asset register and is looking to issue Topscan with a further order to survey the next phase of properties.

Moving forward Topscan will be surveying the remaining properties in scope as well as converting the scanned assets into revit families. A long term contract is being discussed so as to maintain the information and support the move to BIM.
